BURSARY ENDOWMENT.

The New South Wales Legislative Assembly on March 8 considered iu. committee, the expediency of briiiKiiig in a Bill lo establish a fund ior bursaries, tonablo in secondary tehouls and in Sydney University, and io coiiititute a board of control. The object was llmt there might be ison.a continuity of action,'and, if possible, ul policy in regard lo the, amounts spent at different times for bursaries. Bunsarice secured at primary schools would bo ('-'liable at the Stntu secondary schools, and any other .secondary schools'of a' sulhcicntly liigli standard. The bursaries from the secondary schools would be tenable at the. University. The object was to throw open the bursaries to the aggregate intelligence of the Slate. llr. Wood pointed out that the subject of the. motion was a controversial question in the minds of the community. There were many denominational schools —and he did not wish to name any particular denomination—the management of which was adverse to the adoption of the. standard, both in the curriculum and results, which was obtained by the Slate school system. ■ He did not wish to be misunderstood. They knew , the attitude of the lioman Catholic community toward-; the educational question, and lie was inclined to suspect that there was something in the Bill more than appeared on the surface. ,He knew that, the partyill power had made certain proiimes nt the last election, and he l>1!. justified in thinking that the proposal iu the Hill won but the thin end of Hip wedge, the. final object being to make a bi;r concession (o one section of the community. A cablegram published in yesterday's issue announced that the bill had , been read a second time. Mr Carmichaol, tlm Minister for Public Instruction,', said it was a misconception that the Government was subsidising denominational schools because it was throwing the burtariee open to all cornea's.
