PANAMA CANAL.
AN IMPORTANT DECISION. Hy TelcernDfc-Prw (Rec. March 17, 5.5 p.m.) Washington, March 16. The House Committee on Inter-State and Foreign Commerce has agreed to an amendment barring all railroad-owned chips engaged in coastwise trade from ■using the Panama Canal. Railroads which absorb' water lines are also barred.
