MINERS AND DISTRICT NEGOTIATIONS. NON-UNIONISTS RESUMING. (Rec. March 15, 11 p.m.) London, March .15. The conference sat for four hours. A bald officinl announcement states that a further discussion, will be held to-morrow. Tho. Miners' Federatiou lias resolved that tho minimum wage demands must be left in.tho hands of,the Executive, but it is willing to agree to local negotiations with regard to the wages of daymen, piece-workers (other than coal-getters) if the miners' minimum is first agreed to. The Federation has also accepted a proposal that a nominee of the Government should attend the looal "negotiations. The "Daily News" states that Mr. Sniillie, vice-president of the Miners' Federation, laid down tho ultimatum against discussing the wage schedule, but the English delegates assert that he exceeded his instructions. The English miners aro willing to discuss schedules if the Scottish and AVelsh owners will agree to accept the principle of a minimum. Mr. Arthur Chamberlain, brother of Mr. Joseph Chamberlain, in an interview, said tho miners' demands wero just and t must be granted immediately. The State might refund any loss the owners might incur, or grant them a release from existing contracts, which they could renew ';t a higher figure. The ultimate result, said Mr. is national ownership. The non-unionist miners have resumed work in two Lancashire pits. Thero is growing discontent among nonunionist miners in Scotland. ■ A meeting of miners in Sunderland protested against the continuance- of the strike and agreed that tho Durham lodges should urge their members to return if the Federation failed to effect a trace during the week-end. GERMAN STRIKE. TROOPS ON THE SCENE. Berlin, March 14. : A battalion of infantry, with a machine gun detachment and two squadrons of hussars, has reached Dortmund to protect the workers, against the strikers.
