SECRET PLANS. MINISTER OFFERS TO SHOW PAPERS TO MEMBERS. DISPATCH OF 150,000 TROOPS. Br Tclesrraph—Press Association—Oopirtiibl London, March 13. During discussion in the House of Commons on tho Army Estimates, several members challenged the Government on tho question of the country's preparedness for war. Colonel Secly, Under-Secretary of State for AVar, exhibited a scaled envelope, the papers in which ho offered lo show to any members of tho Opposition, under a pledge of secrecy. The envelope, ho said, contained plans for dispatching oversea 150,000 troops, with three months' ammunition and stores, the operation to occupy only a few days. Subsequent speakers doubted the possibility of this being done without denuding tho country of troops.
