Colonel Secly, Under-Secretary of State for AVar, exhibited a scaled envelope, the papers in which ho offered lo show to any members of tho Opposition, under a pledge of secrecy. The envelope, ho said, contained plans for dispatching oversea 150,000 troops, with three months' ammunition and stores, the operation to occupy only a few days. Subsequent speakers doubted the possibility of this being done without denuding tho country of troops.
