A federal system was logical and necessary, but he was nimble to pledge tho Government regarding when it would proceed with such a change.

Mr. Honor Law, Leader of tho Opposition, declared that there was no evidence of any real desiro in Scotland for this reform. Tho grievance was purely a hothouse growth.
