Lord Selborne, in a speech at Cambridge, said ho did not suppose the Government desired to introduce a system of spoils to the conquerors, but it had made wholesale, appointments to the Civil Service. He deprecated the conferring of honours on men -whose only merit was that they had donated largely to the party funds. This tended to render public life corrupt an<l to bring honours into contempt.
