REICHSTAG IN DANGER.
A SIGNIFICANT SPEECH.

Speaking in the Reichstag, the Imperial Chancellor, Herr von llethmann-Ilollweg, made a sharp attack on the Socialists, and urged the non-Socialists to unite against the Secialist party. He declared Hint he placed himself on the side of those believing in the present system of government, without a diminution in the Emperor's powers, and without (lie introduction of Ministerial responsibility to th'e Chamber. The Parliament must lie retained at all costs.
