The newspapers slato that General Caneva, the Commander-in-Chief in Tripoli, has informed tho Government that he is unable to provide a decisive victory in Tripoli such as will enable Italy to impose an unconditional peace. All he could oiTer was n slow conquest of Tripoli and Cyrnaica.
BRITISH CRTJISER SHELLED. (Rec. Fobruary IG, 10.30 p.m.) Aden, February 16. The Turkish fort at I'crini, in. the Red Sea, shelled the British second-class cruiser Dido, mistaking hor for an Italian Tessel. The Dido had not heanl of tho blockade, and approached the fort. A-RAB PRISONERS RELEASED. Malta, February 15. Tho Governor of Malta has ordered tho release of tho three Arabs who were found heavily ironed on a Bteamer en route to Sicily from Tripoli. COLONIAL GOVERNORSHIPS. 4 AT HONG-KONG AND FIJI. By Telegraph—Press Association—Oopyrlsht London, February 15. Sir Francis Henry May, Governor of Fiji, has ' been appointed Governor of Hong-Kong, in succession to Sir Frederick Lugard, who has been made Governor of Southern and Northern Nigeria. Sir Ernest Bickliam Swcet-Escott, Governor of the Leeward Islands since 190G, sucoceds Sir Francis May at Fiji.
The Hon. Sir Francis Henxy May, K.C.M.G., has been Governor of Fiji and High Commissioner of tho Western Pacific since 1910. His official life prior to 1910 was spent in Hong-Kong in tho successive posts of Assistant Protector of Chinese, 188(i; private secretary to Governors Sir Win. Des Vocux, Admiral Sir' F. Fleming, and Lieut.-General Digby Barker (1889-91); Assistant Colonial Secretary (1S91); Acting-Colonial Treasurer (1592); Legislative Councillor and C.M.G. (1595); Captain Superintendent of Police (1893-1902); Administrator of Hong-Kong (1903, 1904, 1900-07, and 1910); also Colonial Secretary from 1902 till 1910. He was decorated for services rendered during th© great plague and the coolie strike in 1891.
Sir Ernest Sweet-Escott entered tho colonial service in 18S6 as Assistant Colonial Secretary at Mauritius. He was previously Professor of Classics at the Royal College, Mauritius. He afterwards became Acting-Colonial Secretary at tho Island (1889), and was Colonial Secretary at British Honduras in 1593, acting as administrator of that island in 1893, 1895, and 1597. He was Senior Clerk at tho Colonial Office (1899-1903); first Governor at Seychelles, and Governor of British Honduras, 190-1-6.
