In the Eeichstag, during the debate on the Estimates, the Secretary of the Treasury (Herr Wermnth) demanded that the new army and navy expenditure Bhould be met by fresh taxation. Germany's credit, he declared, must bo maintained. An extra is being asked for aeroplanes and dirigible balloons, and an additional 32,000 men to strengthen the German garrison at Eiao-chau, China.
