MINISTERIAL WORK ACCUMULATING. By Telegraph—Press Association—Copyright Ottawa, February 13. The Government is contemplating the appointment of a number of Parliamentary Under-Secrctaries similar to the British system. Communications are passing with the Home authorities, with • a view to securing memoranda on the subject. The work of the members of the Cabinet of the Borden Government is accumulating so rapidly that a new step is necessary. It is also proposed that Ministers bo allowed to speak in the Senate while voting only in the Lower llousc.
