He said it tempted men to gamble where they otherwise -would not.

The president of the Jockey Club, and the chairman of tho Racing Club strongly supported the machine. The latter claimed thnt it encouraged clean, fair sport, and that the prosperous condition of racing was largely due to the totalisator.
