CHANGE I'HOI'OSED. Councillor 3. E. I'ilzgeralil has intimated that he will move, at the next meeting of the City Council:— "That a Board of Management to set \il) to govern the tramways and electric lighting departments, such board to consist ot the Mayor, the electrical eiißincer, the traffic manaeor, the lighting superintendent, and the departmental accountant; the duties of the board 'to be to administer (.lie departments in ac«>™ance with the policy laid down by the City Council, to deal with all mutters pertaining to these departments in detail, and report to tliiWramwavs and Lighting Committee. Councillor Fitzgerald thinks that some alteration is necessary in the svs.em of numagement, and iloes not think that the ppointment of a tramways raflic: manner will remedy defects m the esist wstnii. He does not propose that He liounl which lie suggests should be in•eiel with powers of sole control over the tramway and lighting ooiicerns l!ard would carry nut the policy formumanagement of both the tramway and lighting departments.
