A GENERAL OX THE PEOSPECTS 01' PEACE. The Berlin correspondent of the "Matin" recently had an interview with General von Alten, well known I'm- bis military writing?, on the subject of the demand fur an" increaie in the German army and navy. General \ou Allen believes that the military regulations should be made stricter. Theoretically every able-bodied man is suppo-cd to serve in the German utiny; nevertheless, a large proportion are nut enrolled.
