1 _ AN IMPERIAL TERRITORY. Br Telegraph-Press Aesociation-Copyriffht (Kec. February 7, 10.50 p.m.) London, February 7. The Marquis of Crowe, Secretary of State for India, is preparing a Bill constituting Delhi the capital of India. The Bill will define an area round it as an Imperial enclave. The area wiT comprise 180 square miles, including a small strip on the left bank of the river Jumna.
