A request by the Government for power to make payments from the special reserve without reference to the Diet is regarded as referring to contingencies in Manchuria. HOSTILITIES TO TERMINATE. Peking, February G. Ynan-Shih-Kai cordially agrees with the Republican leaders' proposals to terminate hostilities.
