THE SCOPE OF THE SHOPS ACT.

BOARDINGHOUSES EXEMPT. (By Toleeraph—Prose Association.! Auckland, February 7. Mr. Fraser, S.M., gave his decision today in the ease of the Inspector of Factories v. Mrs. Schcrf, proprietress of Glenalvon boardinghou6c, who waa charged that she failed to keep the timo and wages book required by the Shops and Offices Act. The. judgment is important as affecting first-class boardinghouses. The magistrate said an offence could not bo said to have been committed. Tim defendant provided meals for several of the public. If the Legislature intended to bring all boarding establishments within the scopo of the Shops Act, some more general application, that of a private hotel or boardiiisliouse, for instance, would, in his opinion, have been chosen. The general purpose of the Act. was the regulation of shops, lie held that a. boardinghouso such as Glenalvon was not a private hotel within tho meaning of Section 2 of the Act, and dismissed the information.
