PROFESSOR CALDECOTTS PROPOSAL CRITICISED. By TelesriDh-Presi AssDciatlon-CoDyrißhi London, February 5. Lieutenant-Colonel the Hon. Sir James Newton Moore, Agent-General for Western Australia, speaking at the Birmingham jewellers' dinner, referring to Professor Caldecott's proposal, said that if England was inclined to listen to the recommendation she was not in a position to cede the territory of self-governing Dominions. The Imperial Conferences had shown that a new situation was arising, and the Dominions were taking their part in Imperial questions, and sharing the cost of defence. It was impossible to conceive how Professor Caldecott's extraordinary proposition could bo adopted.
