The postal guide for January is not yet out. 1 suggested two years' ago that the Department should* print outside this in large letters "First issued March. 10," or whatever the day really was. J notice that vour issue i'or c;ch day is actually on sa'le that day. I suppose this is not because you ore more capable or more moral than the Government Printer, but because, you ■'miift."
