CIVIL SERVICE PROMOTIONS.
Sir,—lt was announced In your Journal the other day that a certain gentleman "of the head offioe staff" ot tho Public Trust Office had been appointed to the responsible position of a district agent for tho Department. Now, Sir, is it a fact that that gentleman's connection with the Trust Office has been of only a few weeks' duration? If so, it seems, on the face of it, very unfair that officers of many yoars' service have been passed over. Surely it cannot be that officers of this Department are not so competent to fill tho position as one with a few weeks' experience in the work of the office. If so, it is timo there was an overhauling. Also, what will the public, who trust their affairs to this office, think of such methods? It is common knowledge that the gentleman referred to was some years ago in the public servicc (not the Trust Office, by the way), and retired, it is said, on a competence. For somo reason, apparently, he wished to re-enter the service, and a way was found for him via a temporary clerkship in the Government Printing Office. After a few months he was transferred to one of the Departments in the "Big Building,' after a mouth or two, transferred to the Trust Department, and promoted, as above. All this must be very encouraging to those who pass the service examinations and go in by the front door. What do you think, Mr. Editor ?
