RECIPROCITY.
CANADIAN PROPOSALS. A DEBATE IN PARLIAMENT. By Keeraph-Preaa Aaeoeiatlon-Copyrishl (Eec. February 1, 0.50 a.m.) Ottawa, Jnnuary 31. Mr. Pugsley, former Minister for Public Works, initiated Friday's debate in the House on Canadian trado relations with Australia and tho West Indies. Ho inBistod that ft system of liberal steamship subventions was superior to tariffs for promoting trade. Ho accused the Borden Government of insincerity in its Australian tariff negotiations. Mr. Ames argued that an exchange of minimum'tariffs would bo unsatisfactory. He advocated a list-for-list arrangement, whereby Canada would secure preferential treatment on articles now imported from Australia and tho United States. Hβ concluded by advocating a conference of Canadian and Australian Ministers. Mr. Foster agreed in preferring a list-for-list arrangement. Hβ had refrained from negotiations for a simple exchange of tariffs in order to seek better arrangements, and hoped the proposition he had made in writing to Australia wonld result in n conference of members of the Government and a meeting of special Commissioners.
