AN EMBARRASSING SITUATI6N. It is learned from a high Vatican authority that tho Pope has been greatly embarrassed by the recent expulsion of the Patriarch of Lisbon for a period of two years. The Holy Father's dilemma is due (says a late cablegram from Home to a Sydney paper) to the fact that, at the lato Consistory he made the Patriarch of Lisbon a Cardinal in pectorc, which signifies that the name ot the new Cardinal, is beiii. 1 ' withheld until its announcement could be Hindu at a more opportune timi-. The Pontiff ■thought that this would be regarded a.« of his /rood faith, anti that it would,prove his desire to live up to,the concordat. 'J'hii whole situation, however, lias been changed by the action of the Portuguese authorities in issuing the decree of banishment against the Patriarch, and it is now doubtful if the latter will ever lje elevated to the Sacred College.
