By TelesraDh-Pwtt Association—Copyrlehl Melbourne, January 18. - Sir John Fuller (Governor of Victoria), in opening the Premiers' Conference, said a Constitution would not be workable without friendly co-operation between the States and Commonwealth. Mr. M'Gowen foreshadowed that the conference would be marked by a spirit of give and take. It was decided to ask Mr. Andrew Fisher to explain the Commonwealth banking and uniform railway gauge proposals. ' (Rec. January 19, 0.35 a.m.) Melbourne, January 18. The Premiers' Conference decided to fisk the Commonwealth to pay 3i per cent. ior transferred properties. A long discussion took place on the question of a standard railway gauge. LIST OF SUBJECTS.
