The Federal Government was too leisurely, hut thoso clamouring for Federal co-operation wcro too fastidious about . the class of emigrants and too economical with tho advantages they offer. Australia must learn that it doesn't confer a favour on emigrants by allowing them to enter. Nowadays an empty land is a perpetual temptation to nations whoso territory is inconveniently restricted, -Tho Federal Government sholild provido adoquato shipping accommodation by chartering ships or giving companies tho requisite guarantees.
