The concessions were amusing and illusory, and would merely benefit tie millionaire, and would provo unsatisfactory to Australia and Now Zealand. He would not be satisfied till Lβ was able to cable twelve words for one shilling between England and Australia, or vice Tersa. It was within the range of practicability.
