Leucbars, Minister of Commerce and Industries, speaking at Maritzburg, said tho Government would introduce a comprehensive Settlement Bill next session, to provide assistance for poor South Africans, to encourage overseas immigrants with small capiial, and to grant facilities to men with largo capital. The Bill would be on the lines of the Natal Act.
