. p SPEECH BY MR. RAMSAY MACDONALD. London, December 23. Mr. Ramsay Mac Donald, Labour M.P. for Leicester, in a speech at Aberdeen, declared' that the Labour -party in 1912 would use its utmo:>t pressure to secure tho grnnt of at least a. million for the Education Department for the purposo of building and equipping schcol clinics to ensure the- proper care of children. Mr. Mac Donald added that Britain's foreign affairs policy was consistently short-sighted, and Iho secret agreements would precipitate war sooner than later, Germany's projected naval increaso would bo used as a pretext for increasing the Navy. The Labour party would fight such a policy because- tho increase showfcd (he bankruptcy of presenUday diplomacy.
