STRAINED KELATIONS. By Telegraph-Prcf-a AsEociation-OopyrisH New York, December 17. Russia has protested against the abrogation of tho treaty of 1832. Senate leaders declare that a modified resolution is certain to be adopted ending; the treaty. Russia has declared that the wording of Congressman Sulzor's resolution, adopted by the House of Representatives, is objectionable. A hurried meeting of the Cabinet was held at the White House.
