The House of Commons has finished the debate on foreign acairs, Sir I'idwacd Grey, foreign Secretary, stated that he had informed Russia of tho necessity of securing a stable Persian Government; of the impossibility of reinstating Uio ex-Shahj of the necessity of a strong financial adviser succeeding Mr. Sinister as Treasurer-General ; and of the decidability of Britain and Russia co-oper-ating, and facilitating tho raising of a loan; and Russia ceasing to occupy Persian territory when her demands wero complied' with.
