Borden, Canadian Prime Minister, speaking at tho Canadian Ciub, gavo an assurance that the defeat of the Canadian-United States reciprocity proposals was not duo to any feeling of unfriendliness to the United States; Canada morely wished to pursuo the policy of national ideals that she had pursued for the past thirty years. Moreover, sho entirely disbelieved in the framing of tariffs by diplomatic methods.
