THE DARDANELLES.
AN OLD QUESTION REOPENED. By Telegraph—Press Association—Copyright (Rec. December 11, 11.25 p.m.) Constantinople, December 11. It is rumoured that Russia has approached Turkey with a view to the opening of the Dardanelles to tho Russian lilack Sea fleet.
It is understood that Turkey has replied that a European conference is necessary before there can be an alteration in the present condition regarding the' passage of warships through tho Dardanelles.
