RECESS PRIVILEGES. A number of inquiries have reocbed The Dominion as to when the General Assembly Library will be opened to recess privilege holders, and why this bus not yet l>oen done. Tho recess ]u iWiegos are usually available from About i fortnight after tlie closo of n, si>«ion, but six weoks have now elapsed since Parlialuent rose. The question was referred by n Dominion reporter to Mr. C. Wilson, General Assembly Librarian, who said that the library could only bo opened for recess privileges by resolution of ,(ho Recess Committee. At present, he explained, thero is no. committee, because there is no Parliament. Tho commit!™ consists of all , members of both Houses residing in ■Wellington or within ten miles of the city. As soon as the restill-s of (he second ballots are known, Mr. Wilson will convene the committee, and he states that the recess privileges will commence, in time for people to get books for Christmas holiday reading.
