In the Merchant (Shipping Guild case, tlio President of tho .Federal Arbitration Court (Mr. Justice Iliggins) refused to include companies who had been parties lo previous agreements still rumiing. This excludes from the present claims tho Commonwealth Steamship Owners' Association and six intor-Stute companies belonging to it; also the Melbourne Steamship Company.
