GERMAN COMMENT. By Teleeriph—Press Association—Copyrtehl Berlin, December 7. In regard to the Imperial Chancellor's speech in the Reichstag, the nowspapcrs are extremely reserved.
Tho "Cologne Gazette" censurea the withholding from the German people of the statement that no Moroccan territory was sought, and suggests a business agreement with Britain, a halt in navy expenditure, and a reduced increase of the army policy.
FRENCH COMMENT. Paris, December 7. The newspapers sevorely comment on tho speech by the German Chancellor (Herr von Bethmann-Hollweg) in reply to that made by Sir Edward Grey, Bri'tish Foreign Secretary, in tho House of Commons recently.
