A GOVERNMENT DEFEAT.
By Telecraph—Pres." A-nrlatfon-ConTTiifM London, December 5. In House of Lords, Lord Morley, President of the Council, announced that he was asking the Lords to sit on the 15th and 16th instant. Ho was afraid that oven the ten days allotted was not a long period in which to deal with four big measures.
During the Scottish Land Bill debate, Lord Balfour of Burleigh's amendment to give the President of the Board of Agriculture and Fisheries, instead of tho Secretary for Scotland, control of tho foot and mouth disease regulations, with a view to securing uniformity, was carried against tho Government by 51 votes to 18.
