The Imperialists, with heavy casualties, recaptured Hanyang. The rebel losses wero enormous. WUCHANG CAPITULATES. Pekjng, November 28. Wuchang, held by the rebels, has capitulated to the Imperial forces. REPORTED FALL OF NANKING. Peking, November 28. The revolutionaries in the Hankau district have asked for a three days' armistice to considor tho Government/6 terms. Unconfirmed reports state that NankU has fallen io tho rebels. Tho Imperialist General Wang was killed on Novembor 25 The Tartar general took refuge in tho Japanese Consulate, and tho Governor on a Japanese steamer. The original demands were as under:— The maintenance of tho existing Dynasty with a Constitution drafted by Parliament, the Throne's approve"! to tho Constitution not to bo necessary, as Parliament, and not tho Throne, will initiate future Constitutional changes. The naval and military press to bo under tho Emperor's control, except when employed within the Empire, when they will bo controlled by Parliamentary regulations, Sentcnco of death not to emanato from tho Throne, and arrests and imprisonments hereafter to follow tho due process of law. Parliaments to appoint the Premier and Ministers. Tho Budget and all treaties adding to taxation or affecting tho national interests to be approved by Parliament before receiving tho Emperor's signature. The Assembly has agreed to all tho above demands, but rejected a final cue, namely,— That the methods of calling Parliament together, tho establishing of Constitutional Government, and also tho settlement. of all important questions bo subject to the Army's approval. Yuan Shih Kai is now in full possession of Kantau with which communication hasbeen restored.
