Sir Edward • Grey, Secretary of Slato for the Colonies, speaking in tho Houso of Commons on November 21, said, unless Russia was permitted to export at least a half-million tons of sugar westward during the current season tho British Government would give notice to denounce tho Sugar Convention in 1313, and that tho British representatives of the Sugar Convention in December nest would bo instructed accordingly.
