Sir Edward Groy, Secretary of State for the Colonics, speaking in the House of Commons, said unless Russia was permitted to export at least a half-million tons of sugar westward during tho current season tho British Government would givo notice to denounce tho Sugar Con vention in 1013, and that (ho British representatives to tho Sugar Convention in December next would be instructed accordingly.
