THE PREMIER'S ANNOUNCEMENT.

In the course of his speech here this afternoon the Premier said that he had just been advised by the High Commissioner that a proposal which he had mado recently had just been agreed to, and would come into operation on January 1: Under this arrangement press cables would bo sent at the rate of 4UI. per word—a reduction from, Is. This would enable their newspapers to publish more Home news, and for tho Home newspapers to publish more New Zealand items,
