PLEDGES FOE THE FUTURE. Bj Telegraph-Press AjjaciaUoa-Canyrielit London, November 16. The National Union and Conservative Associations at Leeds pledged the Unionist party to repeal the Parliament Act, and approved of a referendum on issues of national gravity. Tho conference refused to hear Mr. L. J. Maxse, editor of tho "National Review," who proposed a resolution favouring the attitudo of Lord Halsbury and the "no surrender" Peers. Lord Selborae moved that the meeting proceed to other business. Mr. W. H. Long, in seconding the motion, -which caused somo uproar, 6aid the Unionist party bad gone through a great crisis, and had suffered heavy loss. "Let us," ho added, "not strew our new leader's path with pebbles." Mr. Maxse withdrew his motion. '
