CIVIL LOED'S VIEWS. ByTelccra.ph-PrcssA=mciatiMi-Copyrlsli! London, November 15. Mr. George- Lambert, M.P., Civil Lord of the Admiralty, speaking at Diss, Norfolk, remarked that it was tho duty of whatever party was in power to maintain an adequate navy for the protection of the nation's commercial interests. Referring to the German Chancellor's "clean slate" speech in the Reichstag, Mr. Lambert said he hoped they would write on the slate, and write them indelibly, the words, "Peace and friendship." It was not desirable for tho two countries to jeopardise mutual trade by further rivalry in armaments, and so impoverish the workers of 'both countries.
