TRUE IMPERIALISM.

' Dr. Parkin, tho organising representative of tho Rhodes Scholarship Trust, ad--Crossed tho members of tho Royal Colonial Instituto ou "True Imperialism." He said the fundamentals of true Imperialism aimed at the union of the various scattered communities, tho freo development of each community, while providing for united action in matters of common interest, sharing tho defence burden, and some method of giving tho contributory units some proportionate voico in tho Council of tho Nation.
Lord Roberts, who presided, in proposing a vote of thanks, lamented the insufficient knowledge of tho far-iff countries with which Britain had to deal. Mr. Andrew Fisher, tho Australian Primo Minister, told him before ho attempted to take up public politics he travelled twice round tho world. Lord Roberts thought that a good example for all our Ministers; it would prevent the mistakes now mado to adopt forek-n possessions. In order to prevent the Empire falling asunder and porishing, it must be defended on tho basis of equnl responsibility. Thero was no other course.
