THE POWDER SCANDALS.
INQUIRY COMMISSION'S REPORT. By Tolcsraph-Prees Association—Copyrishi (Ecc. November IG, 0.10 a.m.) Paris, November 15. The inquiry into the Maissin charges failed to provo more serious allegations against M. Louppe, while M. Maissin was not freo of blamo. Tho report recommends a retest of the whole of tho output of the Pont-de-Bois works and the establishment of a naval powder factory. M. Dclcasse, in tho Chamber of Deputies, announced that tho Liberte disaster was traccablo to tho 190G powder, which had passed tho required tests, and confidence was voted in the Government for its determination to prevent a recurrence of tho disasters.
M. Maissin manager of tho Pont-do-Bois gunpowder factory, in a statement declared that his predecessor was responsible for the powder causing the Jena and Liberte disasters, through remanufacturing.old powder and delivering it to the naval authorities as now. M. Louppe, cxmanager, declared that ho manufactured in accordance with the regulations. Both were charged beforo tho Commission of Inquiry.
