AN EXPLANATION. TelcEraDtt—Press Association—Copyright Vienna, November 13. Tho Vienna newspaper "Die Zoit's" Berlin correspondent reports that Great Britain unavailingly sought precise information regarding the object of the visit of tho German gunboat Panther to Agadir, and that that was tho reason solely why Mr. Lloyd-Georgo (British Chancellor of tho Exchequer) had been commissioned to make his speech at the Lord Mayor of London's banquet to the bankers on July 23, a speech that produced a German jeply twenty-four hours later.
