O'Brien, member for Cork, and leader of tho Independent Nationalists, to forecast tho Government's Homo Rule proposals.

Mr. Asquith invited Mr. O'Brien to disclose his own plan, adding that any constructive suggestions would bo treated with all consideration and sympathy.

SCOTTISH DEMANDS. London, November 2. Tho Scottish National Committee has resolved that no Homo Rulo Bill will ho acceptable unless it includes Home Rule for Scotland.
