DECLARATION OF LONDON.
AN APPEAL TO THE KING. By Telegraph-Press Association—OopyrigH (Rec. November 3, 9.5 p.m.) London, November 3. The Imperial Maritime League is sending the King a petition, signed by 152 Chambers of Commerce, Companies, and Shipping, 150 Mayors, 100 Peers, and 70 King's Counsels, praying that his Majesty will not assent to the ratification of the Declaration of London ponding its reconsideration by a Select Committee or a Royal Commission.
