By Telegraph—Press Association—Copyright (Rec. October 30, 0.20 a.m. ) Rome, October 29. Dr. Bourne, Roman Catholic Archbishop of Westminster, has been mado a Cardinal.

Tho Most Rev. Francis Bourne, Archbishop of Westminster since 1803, was born at Clapham, London, ill IBGI. Ho was educated in England and France, and was a student at the University of Louvain. At the age of 23 he was ordained priest, ajid four years later, iu 1889, he was appointed rector of tho Souttnvark Diocesan Seminary. In 1895 ho was name:! Domestic Prolate to Pope Leo XIII, and in IS9G ho was Coadjutor Bishop of Sonthwark, succeeding to tho See iu the following year, and remaining thero until 1903.
