4 ELEVENTH-HOUR ALTERATIONS. , New clauses were added to the. The House also determined that tlio second ballot should be. taken in all electoral districts on tlio seventh day after the first ballot. An amendment of the Second llallot Act was introduced by Governor's moaugo providing for the repeal of the provisions that in ten of the districts the second ballot should bo taken fourteen days after the fiivt. Tlio Prime Minister explained that unless this course, was adopted the elections would not bo finished till January, and that was not desirable. There was no need for a longer interval between tlio two polls, and |jy fixing the second ballot for one day (ha date of the elections could be maiio (en days later than if this were not done. The clause was adopted without coniJ micnt.
