a SPEECH BY EARL GREY. THE MAGNETIC CLUTCH OF EMPIRE. WHY LAURIER FAILED. By Tcleeraoh—Press Association—OoijyriEht (Roe,-October 25, 11 p.m.) London, October 25. Earl Grey was banqueted yesterday by the Eoyal Colonial Institute, on liis return fram his Govonior-Gouoralship in Canada. Mr. Eareourt, Secretary ol State for tho Colonics, presided. Earl Grey, in responding to the toast of bis health, said that with tho exception of an occasional crank, it was impossible to find an annexationist throughout Canada, which was destined to become tho strongest part of tho Empire before tho olose of the present century. Tho Laurier policy was te un( l extended, markets in America, but was in no souse a policy of disloyalty to tho closer connection with Uio Motherland. Tho people had scented possible danger (o their indepondence,; and had outvoted this policy, however advantageous it mhjht have been to their material interests. No fact was so cleax as the determination of Canada to work ont her salvation under tho Union Jack. .It was tho magnetic clutch of common ideals, interests, and aspirations that would keep tho Umpire indivisible. But tho interacts of tho Empire would need before long some form of organic union to prevent that magnetic clutch from weakening. Ho would urge bringing tho overseas Dominions closer by cheapened transportation and lower cable rates.
