Mr. Birrell, Chief Secretary for Ireland, in a speecli at Ilfracombe, Devonshire, said the Government's Homo Rulo proposals would provide for a Parliament of two chambers, with an Executive responsible to it. The Irish Parliament would havo full representation and control of purely Irish concerns, with a view to meeting the national demand for national responsibility. Mr. Birrell added that it was intended to faco the monetary difficulty boldly, and in no niggardly spirit. The experiment of self-government had never yet failed in tbo history of tho world, and why should it, ho asked, fail in tho case of Ireland? Ho predicted that, instead of being a blot on Britain's escutcheon, Ireland would become a real integral part of tho United Kingdom.
