THE CLASSIFICATION SCHEME. REPORT BY THE COMMITTEE. The following report, addressed to th chairman of the Public Service Classif cation Board, was tabled in l'arliamei: yesterday ■.—= "At a mooting of the lxiard held o July 20, I'JOS, a committee, consistin of .Messrs. R, J. Collins, H. J. H. B'.ov and G. Ilogbcu, was appointed to dra' up a scheme of classification for th Public Strvioe under the Public .Scrvic Classification Act, 1907. Tho committi took the matter in hand at onco, and, o obtaining tho necessary information froi Departments ns to their officei-s ami th positions held by them, proceeded I classify tho various positions, as require by the Act. The committee devoted large amount of time to the work, an had practically completed the classifier tion, when instructions wcro issued b the Cabinet for tho amalgamation « offices, retirements, and retrenchments so that the scheme as drawn up by th committee would not altogether meet. 11l requirements of tho Departments whic! had been aiTecttd by the alterations rc ferred to. Subsequently on February E 1911, the board was called together, an< it was resolved that the committee al ready set up should continue to act an< submit at its earliest convenience draft a scheme of classification for th Service. Tho Committee, accordingly, oh tained amended returns from the vnriou Departments of all officers employed a March 1 last, and, having made a carefu analysis of the same, now submits fo the consideration of the board scheme oi' classification which name tlie salaries for tho eeveral posi Hons allotted to Divisions I and 111 and gives for each Department the maxi mum number of officers allotted to it i: the several classes of Division 11, will the exception of Class YJII, in which 11 limit of number is proposed to be mack Tho Committee would suggest that aflc tho scheme has been considered by til board, it should, with such amendment as may be decided upon, be forwarded t the Government, with a suggestion tha heads of Departments should be requestec to prepare a nominal roll of the officers o their Departments showing tho v-ariou positions held by such officers, and til divisions and classes of tho proposei scheme of classification to which they wil bo allotted in accordance with tho sciiemc This, on being published, would cnabl every officer in the Service to become ac quaintod with the class in which he ha Iw-en placed. It might further be pointei out that, in the e-ass of the general bod of the Service each one will be placed ii his class and position by the head o his Department, who is presumed to havi the best knowledge of his capabilities while his right of appeal iicainst sncl classification will bo to this beard, whicl consists of ten Heads of Departments thus assuring to him an independent rc view of his ea«>."
